Avast changed arp

Hi Everyone!

I have question about network scanner/monitor in Avast (I don't know english name - use polish version).

During working on my pc I type command arp /a in cmd - I receive only few records, nothing looks wrong. Then I use component network scanner in avast and I receive a strange long list of devices (sometimes above 20 devices) connected with my lan network. Again type arp /a in cmd and this time I see these devices, although I don't have wifi and I don't have other devices connected with eth cable. All these devices have addresses from my local network (begin with 172.18 ). ISP claims that everything is alright in my connection. Then what is wrong with this scanner?

Win7 (Yeah, I know),
cable network with only 1 pc,
modem (not router) without wifi,
avast + additional firewall
