Tech,

I have Windows Vista Home Premium, so Windows Firewall works both ways. It only works one way in Windows XP and earlier versions.

I do NOT have any issue but if I do, then I will know about where to look when the issues, if any arises.

I know that. So I've wrote you need to be "advanced" to configure it. Have you already tried? It's awful.

No, I didn't know that. I thought it worked both ways by default.  :'(

It is "allow all" for outbound, i.e., disabled.

You could try Windows 7 Firewall Control that works on Vista:

Do not purchase the Plus version.
