i just want to ask that does adding C:\Windows\explorer.exe to trusted processes is save or not? what problem can be happened if i add this path to trusted processes.

The short answer is not to add it to the trusted processes/exclusions, etc.
There are many malware/infections that try to modify/misuse this file.
So it is possible you could be introducing a vulnerability in your system should this ever get infected or be misused.

There really shouldn't be any reason why you should need to do this - which is why so many are asking why you need to do this ?
