Title: Your computer has been blocked by the United States Department of Justice

Was surfing the web when page popped up say my computer was blocked and locked down by the justice dept and FBI.  It says it will cost $350 to unlock it.  I am running Win 8 Pro 64 bit.  When turn on puter and go to desk top it goes to that page and locks.  I am using explorer Icon on sign in page and still experiencing so locked features.  Any help would be appreciated.

Hi could you reboot the computer and press then hold F8
On the menu that appears is there the option "Repair my computer"
If so select that 

Download to a USB Farbar Recovery Scan Tool x64 (http://download.bleepingcomputer.com/farbar/FRST64.exe)

Insert the USB

When repair my computer is selected go to the command prompt option

At the command prompt type the following  :

notepad and press Enter.
The notepad opens. Under File menu select Open.
Select "Computer" and find your flash drive letter and close the notepad.
In the command window type e:\frst64.exe and press Enter
Note: Replace letter e with the drive letter of your flash drive.
The tool will start to run.
When the tool opens click Yes to disclaimer.

Press Scan button.
It will make a log (FRST.txt) on the flash drive. Please copy and paste it to your reply.

I pressed F8 till sign in screen came up..... no menu & no safe mode.   As stated operating Win8 Pro 64 bit

was able to access safe mode thru windows  PC settings.  When i restarted the puter no repair my computer window.  So now which direction do i point?

Unfortunately it was not run from the RC so we could not access the run keys

Download the following three programmes to your desktop :

1.  WiNTBootIc (https://dl.dropbox.com/u/73555776/WiNToBootic.exe)
2.  Windows 8 64bit RC (http://www.forum.probz.net/index.php?/files/file/98-windows-8-recovery-disk-64-bit/)
3.  Farbar Recovery Scan Tool x64 (http://download.bleepingcomputer.com/farbar/FRST64.exe)

Extract wintoboot to your desktop
Insert a USB drive of at least 1GB
Run Wintoboot

Drag and drop the Windows 8 ISO to the programme in the space indicated
Tick the Format box and accept the warnings
Press Do It

You will see it progressing

It will let you know when it is done
Then copy FRST to the same USB

Insert the USB into the sick computer and start the computer.  First ensuring that the system is set to boot from USB

When you reboot you will  see this.

Select the language on this screen and keyboard on the next
