Avast Internet Security 7 won't start

My mother and I have Internet Security 7.  Mine is working fine, but she was updating hers about 2 weeks ago and their power went out and since her computer battery was dead, it died in the middle of the update.  Since this, It's like her computer doesn't even recognize it has antivirus protection on it, and when you try to start Avast, it doesn't do anything.  I was going to do an uninstall and reinstall it, but when you go to uninstall it, it again doesn't do anything.   I'm usually pretty good at fixing her computer, but I don't know what to do with a program that won't open or won't uninstall.  It has left her computer unprotected for 2 weeks and she has emailed for support and hasn't received an answer.  She called for support and it said the wait time was 2+ hours making me think a lot of people may be having problems right now.  Does anyone have any ideas at all?  Any help at all would be appreciated.  Thanks.

This computer with the problem is 2 hours away from me and I won't be in contact with it until after Christmas.  So i'll be open to any ideas, but unable to try anything until then.  Thanks.

The latest version is 9.0.2008 (9.0.2010 is in RC)...

Why are you still using v7? If you have a valid license you can use v9, it doesn't matter on the version number.

The following will download you to version 9.0.2008.

1. Download Avastclear, Rejzors uninstall tool and the appropriate Avast program edition

http://files.avast.com/iavs9x/avast_internet_security_setup.exe
http://files.avast.com/iavs9x/avast_premier_antivirus_setup.exe

Avastclear : http://files.avast.com/iavs9x/avastclear.exe
Rejzors Uninstall tool: http://rejzor.wordpress.com/avast-cleanup-tool/

2. Uninstall Avast by control panel  [If you don't have Avast in control Panel go to #4]
3. Uninstall in safe mode using Avastclear.
4. Run Rejzors Uninstall Utility in Normal Mode (removes traces avastclear doesn't) - reboot.
5. Install the version you downloaded.
6. Reboot.

Thanks.  I've done the above and now I have a whole new issue.  I have the new installed avast pulled up and when I pull up my email to resave my license to my computer, it won't download it.  It says I don't have a program to open it.

It sounds like you tried to open an attachment in your email, rather than saving it to a location on your computer.

It sounds like you tried to open an attachment in your email, rather than saving it to a location on your computer.

In the email should be an attachment with the extension ".avastlic"

You need to download that to somewhere safe on your PC and double click it.

Actually, I think you need to go though Settings > Registration > Insert License File.

Double-clicking on the license file will likely cause the same issue that there is no program installed to open it.

By default, it should be double clicking. The file assignment should already be done.
