Is Mobogenie a Threat?

I would like some clarification, please.

For sometime now Avast stops Mobogenie and sends it to the chest, including its install file, which does not even allow to download.

I have contacted Mobogenie and they assure that their program is absolutely clean. The can be lying, but who knows?

There are too many posts on this forum mentioning about Mobogenie, but I could not find a clear finger pointing Mobogenie as a threat.

If Mobogenie is not a real threat, how can we make it work under Avast? Because I have tried to include in the exceptions and no way. Am I missing something? And if it not a treat and is used by thousands of people, why doesn't Avast let it, too?

it's  not exactly malware, but a piece of useless crap, that's pushed when installing other apps.
