Windows 8 Security Center - Turn On Virus Protection

W8 Pro Action Center is indicating that I have no virus protection or spyware protection.  I turned off Windows Defender earlier and have a fully updated Avast Free Antivirus 7.0.1474 installed.  I tried http://forum.avast.com/index.php?topic=23457.msg193534#msg193534 which instructed to delete the repository which I did to no avail.

When I click on the White Surrender Flag with the Red X for "Spyware and unwanted software protection (Important)" or "Turn on virus protection (Important)" an explorer window pops open at C:\WINDOWS\system32.  If I open Action Center, and click on either Turn On Virus Protection or Turn On Spyware Protection buttons, I get the same window popping open. 

1).  Is there a specific file I need to each aim protection at? 

2).  Where is it located?

I have the same problem as  RonKern.
Does anyone has a solution for the same.

Have you tried a reboot ?
