Have you had another firewall on the system at all, or have you ever had McAfee on there

OK I will have a rummage around and see if I can find any cause for the firewall to be blocked

Download and run farbar service scanner



Tick "All" options.
Press "Scan".
It will create a log (FSS.txt) in the same directory the tool is run.

Please copy and paste the log to your reply.

Could you re-enable windows firewall and see if that allows the Avast one to start
