commands sent time out if WI-FI is on

Commands sent through web portal often times out and do not execute if the phone's WI-FI is on, I turn off WI-FI send command and gets executed right away. The phone is connected to my secured WI-FI connection at home. Any explanation?

we cannot explain much. its related to Google Cloud Messaging which is operated by Google.
