File Server Security Not Talking to SOA Console

I have FSS on server but it refuses to talk to the SOA Console. All the other clients have EPSP and talk just fine to the SOA Console. Am I doing something wrong or are there limitations what FSS or SOA can do?

Do you have a license for File Server Security or only for EPSP?
If you have EPSP install on server the ESPS client. FSS is not a managed product.

I have license for both FSS and EPSP.
