Title: Can not open, run, or uninstall avast program

Downloaded free program from cet.com to my Dell 5100 PC but I can't open ir, run it, or uninstall it from my computer. I also downloaded uninstall program from avast but you need to open it in safe mode and I can't start my computer in safe mode either. It stops loading when it hits a "mup" file. How do I get AVAST program uninstalled?

what AV did you use before avast?
did you uninstall it before installing avast?

was running trendmicro but it was uninstalled before installing Avast

The most common cause is the executing PnP (Plug and Play) and ACPI routines issue.
To fix the issue, we need to access the computer from Recovery Console.
 
If you do have your Windows CD
 
1. To start the Recovery Console directly from the Windows XP CD you would do the following:
2. Type map and press enter.
It will give you the drive letters. 
Note down the letter of you CD-ROM. 
If it is a letter other than E you should replace the letter  E with your CD drive letter when applying the expand command  later on if the command is needed to be applied.
 
Type following commmands, pressing Enter after each one.
You may remove the CD or let Windows boot normally.
 
 
If you don't have your Windows CD
Please download ARCDC from Artellos.com (http://artellos.com/arcdc-page).
Then, follow instructions from Step #1 above

I will have to find my disk because when tried to make one from ARCDC site, it keeps telling me the file can not be downloaded.
