Title: PC Care Cold Call

I installed Avast on my father's computer to help protect him. He called me yesterday asking me to come over and see what was wrong because it was locking up and stuff for the last two weeks. Today he got the cold call from "PC Care" telling him that they detected that his computer was locking up and stuff for the last two weeks and for $30 they would take remote control and fix it.

Luckily he knew better than to allow that to happen.

Two questions:
Why did Avast not block the malware to begin with?
Anyone know what I need to do to remove it?
