Hi,

I am not running the web scanner (Web Shield) at all. Do I need ashWebSv.exe in my startup or can I safely remove it without affecting the rest of Avast?

If I can safely remove it, do I just remove the registry setting from HKey_Local_Machine\Software\Microsoft\WindowsCurrentVersion\RunServices\avast!

Yes that's correct. However, this all assumes you're using Win9x or ME. Under NT-based Windows, things are very different. :)

Doh! Sorry, forgot to mention that I am running Win98SEĀ  :-[

So I take it that it is OK to delete this key and still have avast running correctly?

Yeah.
But a cleaner way would be to uninstall WebShield via Control Panel -> Add/Remove Programs -> avast antivirus ;)
