How are you determining that this is the WebRep as it isn't recorded in isolation ?

You don't say what version of avast, operating system or browser you are using ?
Possibly more important what are you doing when you get this spike ?

I could not find consistent or logical behavior, and the problem disappeared, as soon as its gets back, I will write all the details, I know it was Webrep Because Chrome isolates each extension in diffrent proccess, one process took about a gigabyte of RAM and 50% CPU, once I disabled WebRep in chrome the process disappeared and 1.5 GB memory was cleared

The Computer:
Windows XP Home SP3, Avast Free 7.0.1474, avast! WebRep‬ 7.0.1474, Chrome 24.0.1312.57

The webrep has very little to do with security, it isn't scanning anything, when you visit a site it checks that domain against the avast database for its reputation, etc. So as far as CPU and RAM goes this should be minimal, so I think that in stopping it and the issue stopped is a coincidence.

Whilst browsing the web shield will be using CPU and RAM, but again this isn't displayed in isolation as all shields are controlled by the avastSvc.exe process, so any memory and cpu use would be collated under that.

Okay, I hope it's a coincidence, anyway if it comes back I'll try to check it more in depth, including using the following tool that can give a more accurate diagnosis:
chrome://memory/
