Title: Deny Program Manager Access setting not available

I am possibly re-posting this since it appears the first one did not post.
 I am running anti-theft on a rooted Galaxy S2, under Android 4.1.2. Everything seems to work except for the Deny Program Manager Access setting. I wish to enable it but it is greyed out. Is there some reason that it does not recognize my Jelly Bean installation? or is it a problem in the most recent update. I tried uninstalling the anti-theft and reinstalling it with no success.
