Title: Virus in this file?

Hey, Sorry for bad typing in advanced. This virustotal Link has a 1/47 Detection Ratio. Avast deemed it a PUP file. The only AV that detects it as a real virus is Vipre. I've tried to find the meaning of Rocketfuel Installer (fs) but I've had no luck. Is it a Downloader, Ransomware etc? If someone could explain it a little better that'd be fantastic. Thanks
