Can anyone know but you?  Have you tried to access Adobe (http://www.adobe.com/), a known trustworthy site, with Avast temporarily disabled? Would this not be a viable test, with some amount of safety?

Where are you trying to download it from ?
Or is this when using the avast software updater ?

Why can't you download it, e.g. what errors/messages are displayed ?

If I ever download it manually then this is where I get it from, http://www.adobe.com/products/flashplayer/distribution3.html (http://www.adobe.com/products/flashplayer/distribution3.html).

I asked questions for you to answer, your decision!  I would, if I had your problem, Adobe is trustworthy, but I'm not you!

I don't understand you.I am trying to help OP.Someone had the same problem a few days ago and disabling AOS add-on was solution.
It is not a problem to enable it again after installer is downloaded.

Sorry, I thought you were the OP, my bust! That's what I suggested they might want to try, if they felt good about it.  So far no response back.

I had to install it on IE11 yesterday and the only thing I had to disable/close were Skye and Internet Explorer.

If you are using Chrome, you don't need it. It's included with Chrome.
If you use Firefox or IE you will need it. The best way I found to download
Flash Player is via IE.  :)

edit: Chrome won't even allow you to download Flash.
You must use either FF or IE.

You can download the Adobe flash plugin for Chrome. It fixes issues if you have lag on youtube videos etc.

As a web developer, I personally disapprove of websites that still use flash. I have long since uninstalled flash in favor of HTML5. Flash is also now disabled by default on many mobile devices.
