I'm interested in trying a free third party firewall instead of the Vista Windows one. Recommendations please.

See...

http://www.techsupportalert.com/best-free-firewall.htm

Each has HIPS.
HIPS explained here (http://www.techsupportalert.com/content/hips-explained.htm).

Links for each are below...
Online Armor (http://www.softpedia.com/get/Security/Firewall/Online-Armor-Free.shtml)
Private Firewall (http://www.softpedia.com/get/Security/Firewall/Privatefirewall.shtml)
Outpost Firewall (http://www.filehippo.com/download_outpost_firewall/)
Comodo Firewall (http://www.filehippo.com/download_comodo/13662/)
How to install Comodo Firewall (http://www.knightwithapc.com/2011/11/download-comodo-firewall/).

edit: What works for one user may not work for another. Some use Outpost, others Online Armor, still others use Comodo.
For me and my set-up I have found Comodo works great. I use CFW v5.12 If one does not suit your needs you have the
        option to try another.  :)

Para-Noid Outpost firewall isn't free, they used to have a free version years ago but this version is not recommended for use anymore even though it is still available.

Thanks! I'll remove it from my list.

It's too late to edit my above post especially since it would make your post look odd.
