It gets really annoying. Usually it happens after I play around with GNS3 network emulation software. Even after I quit GNS3 this issue still persists, to fix it I have to reboot or shut down avast. What is going on? How do I stop it from blocking everything??

Seeing you're using Internet security my bet is on the Firewall. See my thread (http://forum.avast.com/index.php?topic=141407.msg1027857#msg1027857) about the issue.
A few things you can try:
- Turn off windows firewall if it's somehow still active and conflicting with Avast's firewall
- Repair the Avast installation (via (un-)installer) or remove -> clean -> re-install
- Last resort: Remove the Avast IS firewall and use the Windows firewall (see instructions in the linked thread)

Thanks propheticus. It's good to know that I am not alone with these issues, hope avast team is working on it. It's really pity that I am having issues because I've recently purchased a license for 2 years and upgraded to 2014. Before I never had any problems with avast free edition or avast internet security trial 2013 or 2012.
