The higher the Karma is, the more people here likes you or your answers :) So beware of negative numbers :) :) :)

Actually, ony people with at least 20 posts can modify the Karma of others (and therefore see the buttons mentioned above), so if you do not see them it means you did not write enough posts to all of us :)
