Hi Guys,
We worked on getting this problem fixed before with Lukor and it seems this bug has come back once again!
http://forum.avast.com/index.php?topic=144850.0 (http://forum.avast.com/index.php?topic=144850.0)
Problem:Uploading content to websites using flash and HTML5 uploaders results in the illusion of "ultra fast" speeds when the file is being actively skipped by Web Shield.
OS: Windows 7 64 Bit SP1
Clean Install?: Yes
Clean OS Install?: Yes
Avast Version: 9.0.9.2016
Troubleshooting: Disable Web Shield and attempt to upload file. File Uploads act normally. Reactivate Shield and uploads start to zoom up in gb/s rather than kb/s.
Installs: problem has been around since v2014-2015. (Was fixed in Version 2013)

Hi!
I experienced the same issue and we hopefully fixed it together with avast! devs. I used to have this problem with Zippyshare.com for example (works fine after private driver update/fix).
Figers grossed ::)

Hello,
I had the same problem with Avast and Dropbox since avast v 2014.9.0.2016.
I did not patch the WebShield.ini file.
But today I just update Avast to the new version 2014.9.0.2018, and now it seems to work fine :)
