Directly related to this post: https://forum.avast.com/index.php?topic=120990.0 (https://forum.avast.com/index.php?topic=120990.0), either the AEA password has been forgotten, changed or something has been corrupted so it now needs to be reset.

which is also given in the post above. Here is where the issue occurs. Upon attempt to change the password we receive the following errors:

followed by:

Not exactly sure if I am doing something wrong or if something deeper is the issue.

Did you run the command prompt with elevated privileges? i.e. Run As > Administrator?
