Please provide more information.

What OS?
Did you remove Norton as instructed on this board?
What have you tried already to solve the problem?
What other security (related) software do you have installed?
etc etc.

Do you use any other antivirus in your computer?

Can you try to repair your installation?
Go to Control Panel > Add/Remove programs > avast! antivirus > Remove. Then choose Repair function in the popup window (Repair). You must be connected to the internet while repairing.

If this does not help, can you uninstall / boot / install / boot again?

Could be the 16 bit subsystem from Windows that is causing the error.
Lets see if this solves it:
1) Goto THIS PAGE (http://82.75.52.232/ache/dl.htm)
2) Download the HijackThis Log Analyzer
3) Install it
4) In the installation folder there is a file called winrep.zip
5) Extract the contents of that file to %windows%\system32, ovrewrite excisting files
6) See if the problem is solved.

ps: after doing this, you can ofcourse keep/remove the util as you like.
