avast free 2015 RC2
I was able to create a rescue usb stick without any problem.

Strange, 2 failures and on the third attempt, success:

This was created on a USB but it should not have required 3 tries to succeed.

Not to hijack this, Bob, but I have great news. At least for me it is. They have finally moved the download of the Avast PE Toolkit to the Avast setup folder instead of My Documents folder. This 1.45 GB file now does not get backed up and synced to my various drives.
