Title: Does Avast slow down Apple's Time Machine backup process?

I have just switched to Avast from Avira.  Avira did slow the time-machine backup unless real-time scanning was disabled.  Is that true of Avast as well?   And secondly, will Avast scan email coming in not through the browser but through Apple's Mail application?

We have some special handling of time-machine backups, but to see how good this works for your system
I would recommend to simple try it out.

And secondly, will Avast scan email coming in not through the browser but through Apple's Mail application?
Yes, the Avast mailshield scans all POP3(S) and IMAP(S) traffic.
