Title: I need to contact the billing department

I need to contact the billing Department but cant find a phone number. Can anyone help. ?

I put in a support ticket in about a week ago about billing. Still no reply!!!!! Time to call CC company.

Do what has been mentioned in many other topics - post the support ticket ID number here so we can try and chase it up. About a week ago is still within the 5-10 working days.

Is there any way to contact the billing department. Tickets don't work. Should I protest this on my CC?

Tickets do work.
You just have to be patience.
avast is trying to handle all tickets within 10 business days.
Submitting multiple tickets/changing a excisting one will put you back to the bottom of the stack as it is a FiFo system.
Next to that, sending multiple tickets is cluttering the system and make you even have too wait longer.

I tried to call today and after 20 minutes hung up.  The number I have is 866-951-7679

In all honesty you have escaped contacting 3rd party telephone support - your best option is asking your question here - or submitting a support ticket as previously mentioned.

I have two charges on my credit card.  I am going to cancel one of them with
my credit card company!

The one I am going to cancel is the one for $49.99, since I am sure this is a

duplicate
