i tried to turn firewall on but message says I'm not connected to internet but my computer shows I am connected. Cannot use internet explorer.

What exact avast version ?
Do you have other security (related) software installed ? (or did you)

What is your operating system and firewall ?
What avast version are you using, avast free/pro/internet security/Premier ?
What is the build number, avast 2015.10.2.2215 being the latest.
Have (or did) you another Anti-Virus installed in this system, if so what was it and how did you get rid of it ?

avast premier, 2015 had free avast

First, be sure to get rid of all remnants of your prior installed AV(s)..!!

Then:
1. Download Avast Premier Antivirus: https://files.avast.com/iavs9x/avast_premier_antivirus_setup.exe
2. Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions..!!)
3. Reinstall Avast with the downloaded installer from point 1.
4. Reboot.
