First we have to know what the HIPS exactly does.

Absolutely - there is absolutely no point in asking for improvements when we don't know what it does do or not.

Frankly, I have not read much/if any response from Avast with regard to all the issues 'testers' are reporting.
A more interactive approach by Avast may improve the beta testing and number of participants willing to test new versions.
With no response, why beta test? ???

I don't have any technical issues, but it's hard to do any kind of testing if you don't know what you're testing. I've been throwing some samples at it, but I just don't have a good source of malware to work with to see how HIPS behaves in different configs...

I have asked Lisandro for the original files he had to translate.
A different approach, but every info is welcome now :)

No Techinical issues, just Https issue that was confirmed fixed in next release, and Software updater blank, that was confirmed to be fixed in Next beta release.  Otherwise seems to be running fine, not sure what Hips does like everyone else lol, but so far hasn't blocked anything important that I can tell

No. Nothing to add as I've posted everything I could "discover" from the interface to be translated.
