Title: Is Avast firewall blocking this Azure setup?

I have been trying for 2 weeks to set up the Azure Storage Emulator on Windows 10.  I really need to pass the Azure test to keep my job, yet nothing I do connects my session to the SQL service (which is running).

 I get this when I try and I suspect the Avast firewall may be the problem.  How to I let bi-directional traffic happen in the firewall?  I see no instructions.

A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server)

Does it work if you turn off avast firewall?
