I briefly heard looping audio from Google Chrome in the background that could not have been from my active tabs; when I closed Chrome the sounds of people talking went away. I identified 2 system hijacks from a Panda Cloud Cleaner scan before the viruses made it crash. Those are my symptoms.
I am currently in safe mode with network access. In a moment of panic, I regretfully removed Avast Free which I thought was infected; I have yet to reboot the PC to complete the process. Would it be best to reboot right now or should the viruses be dealt with first? I worry about each restart. I have removed Avast Free.

Start with choosing what av you want to use.
I see that you have Windows Defender and avast running.

I also see that you have software installed from a company that can't be trusted (IObit).
I strongly suggest you remove everything from them.

I have deleted the leftover IObit folders, exes and dlls.

As you have done changes and run combofix, could you produce a fresh FRST scan and let me know what the current problems are

Panda found these registry entries that had previously hijacked my system, I wrote them down. HKLM\SOFTWARE\MICROSOFT|WINDOWS\CURRENTVERSION\POLICIES\SYSTEM [DISABLE REGISTRY TOOLS] and HKLM\SOFTWARE\CLIENTS\STARTMENUINTERNET\IEXPLORE.EXE\SHELL\OPEN\COMMAND.
It turns out Panda did successfully remove those entries. So far, it seems that the looping voices playing from Chrome have not returned since yesterday. I want to know if there could be more system hijacks that have remained undetected, which is why I require further assistance to ensure that most if not all of the threats have been found.
In the past I found it suspicious that webpages and ms word would sometimes scroll to the bottom erratically.

You have both Avira and Avast on your system.. One must go
There was no indication on the initial scans of problems in those areas and they would have no affect on adware in chrome

Run FRST and press Fix

I will remove my tools now and give some recommendations, but, I would like you to run for 24 hours or so and come back if you have any problems
Now the best part of the day ----- Your log now appears clean :thumbsup:
A good workman always cleans up after himself so..The following will implement some cleanup procedures as well as reset System Restore points:
Remove Combofix
Click Start then Run.
On Windows7 or Vista you may use Start Search field if Run is not available.
In the box copy/paste the following command:
ComboFix /Uninstall
Note that there is a space between " ComboFix " and " /Uninstall " .
Then click OK (or press Enter ).
Wait for the uninstall process to complete.
Remove tools
Download and run Delfix (http://www.bleepingcomputer.com/download/delfix/)
Select the options as shown

Now that you are clean, to help protect your computer in the future I recommend that you get the following free programmes:
CryptoPrevent (http://www.foolishit.com/vb6-projects/cryptoprevent/) install this programme to lock down and prevent crypto ransome ware

Update and run weekly to keep your system clean
Unchecky (http://unchecky.com)
Click on the link above to be taken to Unchecky.com
click the very large Download button.
click Save
Click Open folder
Right click on the Unchecky_setup and choose to Run as Administrator
Once open click the Install button.
Then click on Finish
Unchecky is now installed and will help you keep unwanted check boxes unchecked, this is a fire and forget programme ;)
It is critical to have both a firewall and anti virus to protect your system and to keep them updated.

It seems I spoke to soon, I already removed the tools and installed your recommended software, only to later find another hijack.
The following was copied from Panda Cloud Cleaner.

I do not know where panda is getting that from as if that key was present FRST would have seen it first time around
