As the article points out, it may not apply to all VPN services, something like SecureLine VPN being sold on a security level to protect the user on insecure networks. Not specifically to get round GEO-Location may still be OK.

That said this seems to be a long suicide note by banning everything like this - it will probably be noticed by the marketers and number crunchers on their bottom line.
