Title: Trying to renew IS, keep getting a denied payment prompt

Pretty much as the subject line says, I'm having issues renewing my license.  After selecting what I want and putting all the information and double checking to make sure it's correct. I keep getting "Payment Authorization Failed " on the next page. This happens regardless of using a CC or PayPal.
