Не блокирует сайты. В настройках задаю блокировку определенный сайтов. И все равно потом на них захожу. Блокировка не происходит.

Avast does not block the site . Which I bring to the blocked list . In the program settings

Can you give us an idea of which site it is you are trying to block and the content of the blocking text used.

Did you stop and restart the shields after blacklisting a site ?

And a thing I notice is that you set http://vk.com while the site is also using httpS://vk.com

Try putting an / before the * in your URLs

I tried that on the (http) page vk.com URL - stopped and restarted the Web Shield so the change would be actioned.

Trying to visit the page resulted in a blank page, not expected, trying it a second time resulted in an as expected page displaying it was blocked by avast on a user defined list.

As Eddy mentions you would have to consider a block for https access. Or one using wildcard * (multi character) or ? (single character).

You haven't modified the URLs as I suggested in my previous post - Expand the image1 in my Reply #9 and you will see where I have inserted the forward slash / before the asterisk * at the end of my blocking URL. You need to do the same with your URLs.

I don't use Google Chrome, but Firefox and that really shouldn't make a difference, but you could try a different browser.
