How do I prevent Avast Home Edition from changing the server SMTP and POP3 seetings in Outlook Express? It does this automatically when it scans e-mail messages.

It does that for a reason so as Avast is not the localhost but OE is so the email scanner can work.  If you disable the email scanner module than Avast will have no reason to scan email when downloading email from you ISP.  Otherwise, Avast will change the email servers in OE to localhost (127.0.0....)

Have you set avast for 'scanning' all acounts you create 'in the future', I mean, after installing avast?
You can run Mail Protection Wizard and remove the avast! protection... but, why do you not want avast! scanning your emails?  ;D
