I was on auto-renew for Avast Cleanup and was billed twice. Avast has not capability for a consumer to contact them about billing issues except by web portal. I have done so and with no response in a week. This is unacceptable. I am currently on hold with Tech Service who is offering to send an email to the billing dept. Are they kidding me? Help!!

Current handling time for tickets is 10-15 business days.
Just have patience.

I like Avast otherwise I wouldn't put up with their crap. I almost always get billed twice or get erroneous renewal info. My advice is to never pay them with anything except Paypal. If they mess it up I sic Paypal on them and forget about it.

You have another option, don't allow auto renewal of payments, wait until you get a renewal notice. That should also be likely to have an offer around renewal time.
