Pluggable Transports help you bypass censorship against Tor: https://www.torproject.org/docs/pluggable-transports.html.en
but I would be very cautious to use it there, where authorities block and monitor, as new vulnerabilities are found again and again.
Example: https://lists.torproject.org/pipermail/tor-talk/2016-November/042639.html

For foreigners: https://privacytoolsio.github.io/privacytools.io/#network

And there is always an alternative, that might be legit and does not use any servers the government blocks,
the BRIAR project for instance:  https://briarproject.org/index.html
