I've been on outlook.live.com a number of time this morning and the about 9am central time Avast suddenly grays out the screen and says:WARNING this site has been marked as a phishing site. THIS SITE IS NT SAFE. I had to disable the Avast Online Security extension in Chrome but that is not a solution as the extension is now not protecting my computer as I navigate the web.

I don't get a warning when I open Outlook.com.
Are you sure the warning isn't related to an email you are opening that's not safe ???

I get the same notification on the Oulook.live.com site. What's going on? It has nothing to do with opening an email. It is the login page for Outlook.live.com.

The issue was resolved earlier this afternoon. All is back to normal.
