Title: blocking app even though app rule is put in

I have app that requires a port to be open. I have added the firewall application rule to allow the app and the port. Nat on the router is ok.
With avast firewall turned off the app says Allowed in green. When i turn on the firewall avast says blocked even though i have explicitly added a rule to allow it
How can avast firewall override user setting, what can I do to make avast stop blocking apps that I have explicitly added an app rule not to block.
Very Frustrating

Is the FW set to private or public..?
