Why am I getting this Message if I already have Avast AntiTrack Premium Installed On My Laptop?
Is Avast saying that the Product is So New that It makes this Avast AntiTrack Premium I have on My LT old & therefore Obsolete?

These ads, promotions are pretty dumb. But more importantly they can be switched off (I don't believe they should be on by default) in paid versions of avast. I use avast free so the setting doesn't appear for me, check the AvastUI > Settings > Privacy and see if there is an option not to show promotions for other avast products.

DavidR is certainly is on the right track. Just a little more detail to help.
See attached pictures below on how to change advert settings to where they are much less intrusive and pretty much non-existent. I see an advert about once a month or two.
- For the first, open Avast Program window and select Menu>Settings
- For the second, click the 'v' for Privacy and remove all default settings you don't want.
Best to reboot to ensure your new settings take hold.
Be sure to back up your settings after making your changes (there is a place to do so just below the privacy settings.)
Cheers. :)

Did as you said to do DavidR. (or as close as I could get to it)
See Attached Pic, & am Going to Restart My Laptop/Computer to ensure the Effect takes hold.

Hopefully that will resolve the intrusive ads/promotions.
