How do I stop Avast from shutting down my Microsoft installed Windows Defender?

Defender is designed to shut itself mostly off when a 3rd Party Antivirus is installed.    Only function that is allowed to work I believe with Avast installed is Periodic Scanning

when you install a antivirus, microsoft defender is autodisabled

It's prudent to in mind that having 2 (two) firewalls active together is never a wise decision; simply put "rules" can/will conflict.
