Title: Mail Shield is off on each reboot and turning it on does nothing

I've tried every possible solution, but Mail Shield is still off after each PC reboot. Turning it on does nothing, emails aren't scanned.
Believe me, I've repaired, reinstalled, etc, etc... nothing.
Never had this problem with Avast Premier. Only have this problem since it's become Premium Security.
I'm still using Win7 64-bit, for now.

PLEASE, someone find a permanent solution to this.
