I am getting an avast popup windows with the message URL https://countsours.cool was discconected due to a threat - the proccess is chrome
when i close the popup window it appears again
what can i do to stop it?

Closing the warning window won't stop it, only exiting the site where the alert is taking place would.
I get an error when trying to investigate this url, so it is possible that it could be being redirected from another site. A screen shot of the avast alert window could help to find why it is being blocked.

Yes, but please attach a screen shot of the alert/popup window as that helps is determine the cause and actions.

It would appear to be being loaded by the Chrome browser.
I don't know if this is a bad add-on that you have recently added or malicious modifications to chrome settings.

Website not online anymore. That is the simple explanation for it.
It is not avast period. It is that particular site (domain), it cannot be scanned: https://sitecheck.sucuri.net/results/https/countsours.cool
It says "Unable to resolve the host". So, that is all we know. empty, empty, empty, no IP address, empty.
Nothing to get worried about. Simply gone and vanished from the interwebs. Unknown, not longer present.

Update: If it has to do with the cache of the webbrowser producing this, cleanse it.
But however the site cannot be reached, avast extension presents it as "unknown site"and stays greyed out!

It isn't something not to get worried about, if chrome is trying to connect to that site and Avast is alerting to the attempt.
We still have to find out why this is happening as the OP isn't trying to connect. e.g. why is chrome trying to connect ?
A previously infected site (taken down or not) could still cause avast to alert if the url is on the infected/black list.
You also have duplicated the reference URLs both are sucuri.net including the Netcraft risk grade however 10 red out of 10: reference ?

The problem is that:
1. Even when I uninstall google chrome, I steal get the popup message,
2. When I close the popup message it immediately appears again
3. When I move the popup message to the side of the screen, after a minute its appears again in the middle of the screen
Basically, I can't work on the computer
