This would be what I would do, Repair & Clean Install of Avast -> https://goo.gl/t7aJGq
Only if that didn't fix the problem do we need to dig deeper.

I closed Web Shields and this solved my problem but from the viewpoint of security it's not good several people reported that issue on that particular time I think something happened but Avast didn't reveal that :-\

More Info: Issue happened after the new update 20.1 (Rolled Back my system to dig deeper (system restore you know ;)))

1. Download Avast Free Antivirus: https://files.avast.com/iavs9x/avast_free_antivirus_setup_offline.exe
2. Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions..!!)
3. Reinstall Avast with the downloaded installer from point 1.
4. Reboot.

Quoting instructions but not following those instructions to me makes no sense.
Complaining about taking a different action which results in unwanted actions also makes no sense.
If you come here asking for help but don't intend to follow the help offered, makes me wonder if you're really interested in solving the problem.
