Title: Virus

There is a virus on my computer and Avast isnt detecting it. What should I do becuase the virus wont even let me open up "control panal."

Please, do a full on-line computer scanning:
Kaspersky (http://www.kaspersky.com/kos/english/kavwebscan.html)
Trendmicro housecall (http://housecall.trendmicro.com/)
Ewido (http://www.ewido.net/en/onlinescan/)

And use trojan removers:
If a virus is replicant (coming and coming again), you should:
a-squared (http://www.emsisoft.com/en/software/free/)
Free AVG Antispyware (http://www.ewido.net/en/)
SUPERantispyware (http://www.superantispyware.com)
Spyware Terminator (http://www.spywareterminator.com/)

Which virus?
Which is the name and path of the infected file?
Which is your operational system?

Anyway, it's safer to send the file to Chest instead of deleting it at first...

It would be best to only ask this question in one Topic,

From your other post, Trojan.Agent.xcw, isn't in the avast virus database, nor is Agent.xcw, what detected it ?

You might want to change your avatar for another, resize or use this one. We try to keep avatars around 100 X 100 for those who don't have high resolution monitors.
