Every couple of weeks I select for Avast to delete all but the latest Windows Restore points, but I never update Windows anymore. Were do the 10 GB worth of restore points come from each time?

What does system restore have to do with not needing antivirus protection?
I simply showed you how the space for restore points is allocated.
It's a Windows function not something your AV controls.

I don't believe Bob is saying that, rather he is saying to configure your Windows System Properties (as you said "but I never update Windows anymore"), to either disable the System Protection for local disc C: or reduce the size of the Maximum Usage that the big arrow in his image is pointing at.
