Title: avast update causing registry errors

I haven't made any changes to my computer but for the avast update.  I am now unable to open TradingView.  I attempted to reinstall Tradingview and received the following error message, which I'm almost certain was the same message displayed when originally trying to simply open the program:

App installation failed with error message: Appinstaller operation failed with error code 0x80070422. Detail: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. (0x80070422)

When searching this error, it appears connected to windows update.  I don't know why windows update is connected to installing a standalone program, but here we are.  I don't know what is going on but I know that avast has broken my computer.  I am unablle to turn windows update services on, even though I am the administrator, as I am told "access denied."  I had previously had windows update turned off, and it didn't affect installation or running of other programs.
