Well, this new tool is nice... but I believe that for this particular problem (Windows passwords), there are methods that make it possible to break the key much faster (seconds or minutes), if you have enough disk space ;)

This one is also quite interesting... they claim it can crack it in less than 1 hour:

Yes, that's what I basically had on mind (not this specific tool maybe, but methods based on precomputed tables).

Regarding the detection... well, that's the problem with the [Tool] stuff. I think you'll agree that most ordinary users won't have this program on their computer (meaning that if they have, somebody has probably put it there without their knowledge). That's why it's detected right now... hopefully it will be possible in the (near?) future to configure avast! to detect / not detect specific types of files (such as [Tool], [Adware], ...) just as you wish.

A lot of these tools like sam editors and other tools went because Microsoft bought the firms (Winternals and Sysinternals) that provided them. There are other sites to get them, but that could be risky: http://www.keshzone.com/2007/10/winternals-erd-commander-2005-ready-for.html
