Hi,
Avast blocked executables pdflatex and miktex-pdftex from generating pdf files which I need for work.
The issue seems to be the same as the one described in this post:
https://github.com/MiKTeX/miktex/issues/585
from as early as July 2020.

I need to have Avast shields disabled permanently for these apps to work.

You mention - "I need to have Avast shields disabled permanently for these apps to work."  Which apps, if so then you would probably have to repeat the action/s for each app.

1.  Can you enable avast and repeat the action - then attach a screenshot of the Avast alert (with the more details option clicked).

2.  You can also upload the file/s to virustotal.com for scanning by multiple AVs - post the link to the virustotal analysis link.

3.  Did you not try excluding those files from scanning, less risky than completely disabling Avast.  Also completely disabling Avast doesn't pin down what shield may be detecting it.  The file shield is the most likely candidate but it could be others elements.

4.  Reporting a Possible False Positive File or Website - https://www.avast.com/false-positive-file-form.php (https://www.avast.com/false-positive-file-form.php).
You should get a response in a day or two.
