So I have the gaming program Steam, but Avast thinks it's a virus. It's been blocked. I can't figure out how to unblock it. Is there a way?

Using which version of avast?
In 5.0.396, turning off the File System Shield and then turning it on again
will unblock a blocked file. Of course, it will get detected again as soon
as it's accessed unless you add it to the list of Exclusions under the Expert
Settings of the File System Shield.
If this is a False Positive, please submit it to avast! for checking so
they can fix the False detection.

Ok, which boxes do I have to check/uncheck to get it excluded?

Simply excluding it doesn't treat the problem only the symptom, the alert.
You could also check the offending/suspect file at: VirusTotal - Multi engine on-line virus scanner (http://www.virustotal.com/) and report the findings here the URL in the Address bar of the VT results page. You can't do this with the file securely in the chest, you need to extract it to a temporary (not original) location first, see below.
- avast4 - Create a folder called Suspect in the C:\ drive, e.g. C:\Suspect. Now exclude that folder in the Standard Shield, Customize, Advanced, Add, type (or copy and paste) C:\Suspect\* That will stop the standard shield scanning any file you put in that folder. You should now be able to export any file in the chest to this folder and upload it to VirusTotal without avast alerting.

Umm, I'm not really concerned with checking/reporting the file... I already know it isn't really a virus. I just want it unblocked on my computer, nothing more.

Well by confirming it is a false positive or otherwise and submitting it to avast helps all avast users, simply excluding it doesn't help the wider avast users.
From the information given you should be able to work out how to exclude the single file, by copying and pasting the path from the detection into the exclusion list I mentioned.

Well it appears that it hasn't "detected" anything... there's still no viruses in my virus chest. :( this is confusing

Did avast alert (visual and audible alarm) ?
If it doesn't then it doesn't consider it a virus.
If it doesn't consider it a virus then it isn't blocking it, avast isn't a firewall, it scans and alerts to infection but it doesn't block. So I'm not sure what is going on in your system.
What avast version are you using 4.8 or 5.0 ?
What is/was the infected file name, where was it found e.g. (C:\windows\system32\infected-file-name.xxx) ?
If it did alert and now it doesn't alert, there is a possibility that it was an FP, which has been corrected, e.g. someone else reported it to avast helping all avast users.

Well all I remember was, it detected some map from counterstrike as a virus in one of the steam folders, and ever since then I haven't been able to use Steam. It doesn't say "THIS IS BLOCKED" or anything, it just crashes on start-up.

Steam's working again. I just wasn't waiting long enough for it to start up. It was never blocked. FALSE ALARM!
