Title: Where is the option to disable the panel when changing the network?

I'm quite sure I've translated this string...
The panel (blue) won't be shown when switching the network.
The setting should be there as per Vlk's memory.
But I can't find it.
Where is it?

Why? It's a must have option... We change the network very frequently, why should we see the panel all the time?
Also, there is no way to control the time of the sliding panel...
